At MOHRE, the Ministry of Human Resources and Emiratisation, the PRO is a named role. The ministry issues a PRO card to a person on the company's file, and the card lets that person submit the ministry's transactions for the company. The card is optional, takes 2 working days and runs for two years.
5 kindsLicensing, labour, visas, leases, attestation
A PRO works with 5 kinds of office. The first is the licensing authority: DET on the Dubai mainland, or the free zone itself. Then come the labour ministry and the immigration authority, which in Dubai is GDRFA. The Dubai Land Department registers leases, and the foreign ministry attests documents.
MOHRE issues the PRO card free of charge on its website and app. A business centre takes AED 72 at most to type the request.
What a PRO does for your company

What is renewed and filed, and when
1 year Trade license
We renew it with DET or with the free zone before the date printed on it.
2 years Residence visa
We renew the visa and the Emirates ID of each owner and employee.
15 days Change of owner
We enter each change in the register of beneficial owners within the 15 days the law allows.
3 months Tax registration
We register a new company with the Federal Tax Authority within 3 months of its incorporation.
9 months Corporate tax return

28th VAT return
We file each quarterly return by the 28th day of the month that follows.

We write board and shareholder resolutions and file share transfers, new managers and changes to the memorandum of association.
We keep the books and file the corporate tax and VAT returns from the same records, as described on accounting in the UAE.

The registers and the deadlines UAE law sets
15 daysFor a change to reach the three registers
A UAE company keeps three registers. One lists its beneficial owners (UBO), the people who own or control it in the end. The other two list its partners or shareholders and any nominee directors. A change goes into the register within 15 days.
The tax authority and the licensing authority set deadlines of their own. We hold every date in your account and file before it.

What is a PRO at MOHRE?
The holder of a PRO card, who files a company's transactions with the labour ministry. The ministry gives the card to a person with a valid work permit on that company's file.
Do you pass government fees on at cost?
Yes. We file with the office, pay its fee and pass it on with the receipt: AED 620 for a trade name, AED 220 for Ejari. Our own fee pays for the filing and the follow-up, by task or by month.
What is the difference between PRO services and corporate services?
PRO work is the paperwork at government offices. Corporate services run the company itself: registers, resolutions, share transfers, accounting and tax filings.

Do I have to be in the UAE for PRO work?
