Gaming license in Estonia

The first step is the registration of the company that will engage in gambling activities. This must be a company solely involved in the gambling business. The company must be a joint-stock company or a private joint-stock company with a minimum authorized capital of 1 million euros for organizing gambling activities. For lotteries, the company must be a public joint-stock company with all shares owned by the Estonian state.

After registering the company, the next step is to submit an application for a gambling license to the Estonian Tax and Customs Board. The application must include the following details: – Passport details and registration code of the applicant; – Place of residence and contact information of the applicant; – Type of organized gambling activity; – Position, name, and signature of the person submitting the application; – Date of payment of the state fee.

After obtaining the gambling organization license, the company must apply for a separate operating permit for a specific type of gambling activity (such as online gambling or lotteries). This permit will define the list of games, websites, domains, etc., with which the company can operate. For remote gambling, the company must link its accounting system to the Estonian Tax and Customs Board’s information system.

To obtain a gambling license, the following documents must be submitted: – Statutory documents of the company (registration certificate, articles of association, register of shareholders and directors); – Business plan detailing the company’s gambling activities, strategy, and expected revenues; – Proof of financial stability (bank statements or financial reports); – Technical documentation related to the gambling platform, personal data protection, and compliance with AML/KYC requirements; – Description of the responsible gaming policy.

Once the documents are submitted, the Estonian Tax and Customs Board will verify the provided information, including the applicant’s tax history for the past three years. If necessary, the board may request additional information to confirm the applicant’s reliability and good reputation.
